It lists the division's duties as investigating complaints about code violations, overseeing the city permit issuance process, performing inspections at the stages of construction, and reviewing building plans, and it says inspections are scheduled through the Community Development Office.

The page does not mention a pole barn, so what follows is our inference, not a rule: the sentence says all buildings, and the page does not say whether a pole barn is one for the City's purposes; its list of permit applications includes separate Building Commercial and Building Residential applications, and the Community Development Office is the place to ask which applies. We say nothing about any lot.
