We did not read those documents, so we do not say what they require.

The page does not mention a pole barn, so what follows is our inference, not a rule: the sentence names residences and commercial buildings, and a pole barn is neither by name; whether the City treats one as a building that needs a permit is not said, and the ordinance excerpt it links is the document that could say.
